How Much Does an Office Fit-Out Cost in the Philippines
A business signs a lease on 500 square meters of bare shell space in Bonifacio Global City, pleased to have negotiated the rate down. Then the fit-out quotation arrives at ₱18 million, which is more than two years of the rent they spent weeks negotiating.
Fit-out is routinely the largest single number in a Philippine office transaction and the one businesses budget for last. Metro Manila fit-out has been running at approximately ₱25,000 to ₱45,000 per square meter in 2026, which means a mid-sized requirement carries a capital cost in the eight figures. This article sets out what the handover conditions actually mean, where the money goes, what drives the range, how to fund it, and how to avoid the errors that inflate it.

The Handover Conditions
Everything starts with what the landlord actually delivers, and the terminology is used loosely enough to cause real disputes.
Bare shell is an empty slab. Structural floor and ceiling, perimeter walls, and building services brought to the floor. No flooring, no ceiling, no internal partitions, no lighting, no air conditioning distribution, and frequently no sprinklers or fire detection within the tenanted area. Everything else is the tenant's cost and the tenant's project.
Warm shell adds a defined set of base provisions, which vary by building and must be established item by item rather than assumed. Typically some combination of ceiling, basic lighting, air conditioning distribution, and fire protection.
Semi-fitted carries flooring, ceiling, lighting, and air conditioning, leaving partitions, joinery, and finishes to the tenant.
Fully fitted is ready to occupy, frequently as a previous tenant left it, with partitions, meeting rooms, pantry, and cabling in place.
Get the specification in writing as a schedule to the lease. The single most common fit-out dispute is a tenant discovering that warm shell in one building means something different from warm shell in another, and that the difference is worth several million pesos.
Where the Money Actually Goes
On a conventional corporate fit-out, the cost distributes roughly as follows, though proportions shift with design intent.
Mechanical, electrical, and plumbing is usually the largest component. Air conditioning distribution and controls, electrical distribution from the floor panel, lighting, fire detection and suppression, and data cabling infrastructure. This is the part clients see least and pay most for.
Partitions and joinery. Meeting rooms, enclosed offices, storage, reception, and pantry casework.
Flooring and ceiling. Substantial by area even where the specification is modest.
Furniture, fixtures, and equipment, which some businesses budget separately from fit-out and which belongs in the same capital plan either way.
Professional fees. Design, engineering, and project management, typically a defined percentage of construction cost.
Permits and building charges. Local government permits, plus the building's own fit-out administration fees, deposits, and after-hours work charges.
Contingency. A prudent allowance covers the discoveries that occur once work opens up an existing space.
What Drives the Range
The spread from ₱25,000 to ₱45,000 per square meter is wide, and the position within it is determined by several factors.
Handover condition is the largest single driver. Fitting out bare shell costs materially more than upgrading semi-fitted space, because the base building elements have to be built rather than modified.
Specification level. A functional open-plan layout with standard finishes sits at the lower end. Enclosed offices, feature reception, high-specification meeting facilities, and premium materials move the figure up quickly.
Density and use. An operation running high headcount per square meter requires heavier power and cooling provision than a conventional corporate layout. Information technology and business process management fit-outs frequently carry higher mechanical and electrical costs for that reason, alongside the cabling and power resilience their operations require.
Building constraints. Older buildings with limited riser capacity, awkward column grids, or restricted working hours cost more to fit out than modern towers designed for tenant works.
Program. Compressed timelines mean premium labor rates, after-hours work charges, and expedited procurement.

Fitted Space Frequently Wins on Total Cost
This is the conclusion most tenants reach only after modeling it, and it reverses the intuition that a lower rate is a better deal.
Take 500 square meters. Bare shell at ₱1,150 per square meter with fit-out at ₱30,000 per square meter carries ₱15 million of capital expenditure at commencement. Fitted space at ₱1,280 per square meter carries none.
Across a five-year term the rate difference totals roughly ₱4 million before escalation. The fit-out difference is ₱15 million. The apparently more expensive proposal is substantially cheaper.
The reason is amortization. A landlord delivering fitted space has spread that cost into the rent across the term. A landlord delivering bare shell has transferred it to your balance sheet on day one.
For a growing business the cash flow difference matters more than the total. Capital that would fund a fit-out could fund hiring, inventory, or product, and the return on those is usually higher than the saving on a rate.
How to Fund It
Landlord contribution is the concession worth pursuing hardest on bare shell space. Landlords resist rate reductions because the rate sets the building's benchmark and feeds its valuation, and they are considerably more willing to fund part of a build-out, particularly where the building carries vacancy.
Rent-free fit-out period. One to three months while you build is standard in Metro Manila and is not really a concession. The concession is rent-free time after you begin trading, and the two should be negotiated separately rather than conflated.
Amortization into rent. Some landlords will fund the fit-out and recover it through the rent across the term, which converts capital expenditure into operating cost. Model the effective interest rate before agreeing, because it is frequently higher than the business's own cost of capital.
Taking fitted or semi-fitted space remains the simplest answer for businesses without the capital or the appetite to run a construction project.
Errors That Inflate the Number
Designing before confirming the base building. Riser capacity, power availability per square meter, floor loading, and sprinkler layout constrain what is buildable. A design produced without them gets redrawn at the tenant's cost.
Underestimating professional fees and permits, which are real percentages rather than rounding.
Omitting the building's own charges. Fit-out administration fees, deposits, after-hours work charges, and lift booking costs are levied by many Metro Manila buildings and rarely appear in a contractor's quotation.
No contingency. Existing conditions differ from drawings often enough that a build with no allowance will exceed its budget.
Ignoring the restoration obligation. Many leases require the premises to be returned to bare shell at expiry. Stripping out a fit-out is a real cost at the end of the term, and negotiating to leave it in place is worth doing at signature rather than at exit.
Compressing the program. Time is the cheapest thing to give a fit-out and the most expensive thing to take away.
Regulatory and Practical Requirements
Fit-out works require permits from the local government unit, and the building will require drawings, contractor accreditation, insurance, and adherence to its own works policy.
Occupant load, means of egress, and fire safety provisions are governed by the National Building Code and the Fire Code. The permitted occupancy of a given floor area is determined by design and by the local building official rather than by the tenant's preference. Any layout should be reviewed against these requirements by the design professional before it is priced, because a plan that fails on egress will be redrawn.
Engage a licensed professional for the design and the permit process. The cost of doing so is small against the cost of a rejected submission or a failed inspection.
Fit-Out for Different Occupier Types
The per square meter range means little without knowing which kind of fit-out is being priced.
Conventional corporate and professional services carries enclosed offices for senior staff, substantial meeting facilities, client-facing reception, and file storage. Joinery and finishes take a larger share of the budget, and the density of 8 to 12 square meters per person means the cost per head is high while the cost per square meter sits mid-range.
Hybrid corporate layouts at 6 to 8 square meters per person shift spend toward meeting rooms, video conferencing provision in every room rather than one boardroom, quiet focus areas for calls, and larger social and pantry areas. Demand has moved decisively in this direction, and a fit-out replicating a pre-pandemic ratio of desks to meeting seats will find its meeting rooms permanently booked.
Information technology and business process management fit-outs run at 4 to 5 square meters per seat and carry the heaviest mechanical and electrical component. Power resilience, cooling for density, structured cabling, and frequently a dedicated equipment room. The cost per square meter sits at the upper end of the range while the cost per seat can be lower than a corporate layout.
Retail and customer-facing space is a different exercise again, driven by frontage, storefront, lighting design, and brand specification rather than by workstation count.
A Practical Sequence

- Confirm the handover specification in writing, as a schedule to the lease, item by item.
- Obtain the base building information before designing: power capacity per square meter, riser availability, floor loading, sprinkler and fire detection provision, and the building works policy.
- Set the budget before the design, not after, and brief the designer to it.
- Tender to at least three accredited contractors, on the same drawings and the same specification, so the prices are comparable.
- Include the building's own charges and the permit costs in the budget from the start.
- Carry a contingency, and resist spending it in the first month.
- Tie rent commencement to actual handover in the agreed condition, with a mechanism for delay, so that a late handover does not consume your rent-free fit-out period.
- Negotiate the restoration obligation at signature.
