For an occupier comparing buildings, or an owner deciding what to invest in, the label is close to useless. What matters is which specific systems exist and whether they work.
This article sets out what the term actually covers, which elements affect occupancy cost and which are amenity, what matters specifically in a Philippine climate and grid environment, how to assess a building's claims, and what an owner should prioritize when upgrading.

What the Term Covers
A building management system is the foundation. It monitors and controls mechanical and electrical plant, and everything else depends on it. A building without one is not a candidate for anything described as smart, whatever the marketing says.
Metering and submetering provide the consumption data that makes optimization possible and billing accurate.
Access control and security systems, increasingly integrated with visitor management and lift dispatch.
Lift management, including destination dispatch that groups passengers by floor and reduces waiting and journey time.
Environmental monitoring, covering temperature, humidity, carbon dioxide, and increasingly air quality.

The first three affect cost. The rest affect experience. Both matter, and conflating them leads occupiers to pay for the wrong things.
What Actually Reduces Occupancy Cost
Cooling optimization is the largest item by a wide margin in a Philippine building.
Zone-level control matters more under hybrid working, where attendance runs near capacity midweek and light on Mondays and Fridays. A building conditioning empty floors to full-occupancy standard is spending money on nothing, and that cost reaches tenants through common area charges.
Accurate submetering affects what you are billed. Common area dues in Metro Manila Grade A stock commonly run ₱180 to ₱250 per square meter per month, and buildings serving around-the-clock operations charge materially more. Where after-hours air conditioning is billed separately, metering accuracy is a direct financial question rather than a technical one.

Where a building can demonstrate lower operating cost per square meter, that advantage reaches tenants through the common area charge and becomes a leasing argument rather than an internal efficiency. In a market with genuine vacancy, a building offering comparable service at a lower dues rate competes on a basis that a rate discount cannot match, because the dues saving does not touch the headline rent that sets the building's benchmark.
How to Assess a Building's Claims
- Ask for actual consumption data, ideally energy use per square meter over at least twelve months to capture seasonal variation. A building unable or unwilling to provide it is telling you something.
- Ask what the building management system actually controls, and whether it is current or a legacy installation running on unsupported software.
- Ask about submetering. Is tenant consumption separately metered, and how are after-hours charges calculated and attributed?
- Establish precisely what the generator powers, and for how long fuel storage supports operation.
- Ask about power capacity per square meter, which determines whether the building supports your operation's density.
- Ask about the maintenance regime and equipment age for chillers, lifts, and generators, since these drive both reliability and future assessments.
- Speak to existing tenants, which produces more reliable information about how the building actually performs than any specification sheet.
For Owners: Where to Invest
Instrument before optimizing. A building without reliable metering and equipment monitoring has nothing for any optimization system to work with, and the instrumentation produces useful information on its own.
Prioritize by cost line. Cooling first, because it dominates. Lifts second in a tower with heavy traffic. Everything else after.
Establish a baseline before implementing anything, over enough time to capture seasonal variation, or no saving can be demonstrated afterward.
Consider the competitive position rather than only the cost saving. Where common area charges are reconciled against actual expenditure, efficiency flows to tenants and improves the building's competitiveness. In a market with genuine vacancy, a building delivering comparable service at a lower dues rate has a real leasing advantage.
Avoid proprietary lock-in. A system with no data export path and no interoperability creates a dependency that reduces the asset's flexibility and, eventually, its value.
Retrofit economics differ from new build. In an older building, the sensible sequence is usually metering, then plant control, then anything tenant-facing.
The Data Protection Question
Smart building systems collect information about people, and that engages the Data Privacy Act.
Access control logs, CCTV, and visitor records are personal information. Occupancy sensing that counts people anonymously is a different matter from systems that identify or track individuals.
Establish the legal basis for collection, the retention period, and who has access, and document it.
Tenant employees are data subjects. Systems that monitor individual movement, desk occupancy, or working patterns raise questions that belong in the lease and in the tenant relationship rather than being introduced unilaterally.
For an occupier, this is worth asking about during a building search, because you inherit the arrangement your landlord has implemented.
Hybrid Working Changed What Buildings Need
The systems worth having shifted when attendance patterns did, and buildings designed before that shift are competing with an assumption that no longer holds.
Attendance is uneven across the week. Midweek runs near capacity while Mondays and Fridays run light, which means a building conditioning and lighting to a uniform standard is misallocating its largest operating cost every week.
Density per person fell. Traditional corporate layouts ran 8 to 12 square meters per person and hybrid layouts run 6 to 8, calculated against headcount rather than desks. Tenants take less space and use it more intensively on the days they attend.
Meeting and collaboration space carries more load than it did, because the office has become the place where collective work happens while focused solo work moves home. Ventilation, cooling, and connectivity in meeting rooms matter accordingly.
Quality became more important relative to quantity. A business taking less space is frequently willing to pay more per square meter for a better building, because the office now has to justify the commute. - Whether the building's systems support the connectivity and resilience your operation requires.
